Job Description:
Duties--- You will evaluate engineering and logistics data
sources and edit assigned Technical Manuals using Quicksilver
(Interleaf), FrameMaker, Arbortext, EAGLE, PhotoShop and/or
Illustrator software in accordance with S1000D or MIL-STD-3001
standard formats--- You will establish budget estimates for
Engineering Change Proposals for program office decision making.---
You will review Statements of Work and associated deliverables and
contract documents that are required to implement changes in Naval
aircraft or associated systems.--- You will develop and provide
comprehensive briefings and recommendations to top military
commanders and civilian managers.--- You will provide guidance and
direction to ensure that major aircraft and weapons systems
configurations are properly managed and maintained in required
reporting systems.--- You will prepare, compose, and write reports
that effectively convey complex technical material, so that written
recommendations are easily understood by a wide variety of
personnel involved in ILS program decisionsRequirements Conditions

Your resume must demonstrate at least one year of specialized
experience at or equivalent to the GS-12 grade level or pay band in
the Federal service or equivalent experience in the private or
public sectorSpecialized experience must demonstrate the following:
1Comprehensive knowledge of planning, programming and budgeting
regulations, guidelines and processes, and thorough knowledge of
military facilities planning, acquisition, and management processes
in order to prepare long-range and short range planning guidance in
compliance with broad agency policies and objectives2Ability to
effectively negotiate with high level officials to accept and
implement study recommendations, in order to gain acceptance for
proposals that involve redirection of program or agency resources
or changes in established work processes and operations, in order
to resolve conflicts between functional organizations, elements
and/or commands3Thorough knowledge of DOD budget policies and
regulations pertaining to programming and budget formulation,
knowledge of the NAVAIR budget process and knowledge of the budget
policies for a NAVAIR industrial command4Extensive knowledge of the
theories and principles of Logistics Management and Integrated
Logistics Systems (ILS) planning and program execution, and mastery
of advanced ILS planning principles and practices5Ability to lead
his/her team to assess progress and/or investigate reported or
suspected problems in attaining the program ILS
